The General Office of the State Council issued the "Opinions on Deepening the Reform of the Management System of the Electronic and Electrical Industry"

The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government, all ministries and commissions of the State Council, and all institutions directly under the State Council: Deepen the reform of the management system of the electronic and electrical industry, further remove institutional barriers that restrict the high-quality development of the industry, and improve the effectiveness of government supervision. Industrial transformation and upgrading, technological innovation, and cultivating and strengthening new drivers of economic development are of great significance. In order to further optimize the management system of the electronic and electrical industry and promote the high-quality development of the electronic and electrical industry, with the approval of the State Council, the following opinions are hereby put forward.

01 1. Guiding ideology

Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the previous plenary sessions of the 19th National Congress, and conscientiously implement the decision-making arrangements of the Party Central Committee and the State Council on deepening the reform of "decentralization, regulation and service" to optimize the business environment, and complete Accurately and comprehensively implement the new development concept, accelerate the construction of a new development pattern, optimize the production access and circulation management of the electronic and electrical industry throughout the process, strengthen the supervision of the entire chain and field before and after the event, significantly reduce institutional transaction costs, and stimulate corporate innovation motivation and development vitality, promote technological product R&D innovation and fair competition in the market, effectively maintain the safety and stability of the supply chain of the electronic and electrical related industrial chains, and accelerate the high-quality development of the electronic and electrical industry.

02. Optimize the access management system for electronic and electrical products

(1) Reform and improve the compulsory certification system for electronic and electrical products. Dynamicly adjust the compulsory product certification catalog based on the actual situation of technology and product development. Incorporate lithium-ion batteries and power adapters/chargers with high safety risks into mandatory certification management, and no longer implement mandatory certification management for 9 types of products such as data terminals and multimedia terminals with low safety risks and relatively mature technologies (see attachment 1). Adjust and optimize the mandatory certification procedures, carry out pre-certification factory inspections according to the "double random, one open" method, and scientifically and reasonably determine the frequency of supervision and inspection after certification based on factors such as corporate credit status and product quality national supervision and spot checks, and strengthen product consistency conduct supervision and inspection to continuously improve supervision efficiency. (2) Reform and improve the network access licensing system for telecommunications equipment. Dynamicly adjust the catalog of telecommunications equipment subject to the network access license system. Incorporate satellite Internet equipment and functional virtualization equipment into network access license management, and no longer implement network access license management for 11 types of telecommunications equipment such as fixed-line telephone terminals and fax machines that are less related to telecommunications security and have relatively mature technologies (see Annex 2) . Streamline and optimize network access permit testing items, and reduce testing fees accordingly. Reduce the commitment time limit for network access permit approval to 15 working days. The validity period of the network access trial approval will be extended from 1 year to 2 years. Promote the electronicization of network access license signs, gradually replace paper signs and labels, and no longer require telecommunications equipment product packaging, built-in information, advertisements, etc. It cannot be sold or used before network access permission. Implement family management of telecommunications equipment products. For products that have obtained network access permits, if the licensed enterprise adds or changes the entrusted production enterprise, or makes technical and appearance changes that do not change the main functions and core components, there is no need to re-apply for testing and inspection. license. (Responsible for the Ministry of Industry and Information Technology) Unify the electromagnetic compatibility (EMC) testing requirements for telecom equipment network access permits and compulsory certification. Enterprises only need to conduct one test when applying for licenses and certifications, and the test reports are mutually recognized.
